I have some very large plants which are getting extremely woody and ungainly. I would like to cut them back severely. Would this be alright and when would it be best to do this? I've heard you can cut them back to 9" above ground.

I've pruned them before. My question really was can I cut them to 9" above the ground.
The second link I provided gives information on how to prune based on your desired outcome. I think you want to rejuvenate these shrubs?? If this is correct, you can cut these shrubs back to ground level. However, there are some cautions with this method that you want to understand before you prune for rejuvenation.
