Hello,
I am going to plant native plant seeds on my septic mound and read that Oct is the best time. However the mound has just been put in and needs cover now. Can I plant the native seed now or is it best to plant something else first? If so, what would that be, rye?

You could plant the native seed now but many need a cold period before they will germinate -> stratification. Planting now would not solve your problem of needing the septic mound covered this fall. Best to wait until October.
The Minnesota Board of Water & Soil Resources (BWSR - pronounced "Bowser") has a good sheet that provides times for planting. It looks like Aug 1 to Sept 10 is a really good time to plant winter wheat as a cover crop.
