What is wrong with my Catalpa #351766

I have had my tree for a couple of years and to date it has done great. However, the leaves are now spotting like iron spots and where there should be flowers nothing but black looking nubs. Help! What do you think the problem is? I See other in the neighborhood and they are green and full of flowers even here in August and the Texas heat

Its hard to say exactly without seeing some pictures of the tree and the leaves. My first guess would be just from the stress this year, cool temps and lots of rain the first half then hot drought the next day. The massive amounts of rain caused a Nitrogen deficiency in a lot of areas which then often show up as yellowing of leaves as you have described. It could be insect issues or even disease but hard to tell?

Thanks for the pictures. The first picture clearly shows webbing so you have an insect issue. Could be Catalpa worm or several others, just have to find one to know for sure.
The second and third one show stress from the intense heat. You could spray an insecticide or just wait and see if it continues through the rest of the tree? A little deep watering at the drip line would probably help a bunch.
