Camellia scale #350256

Is this soft scale on my camellia? And are there nontoxic ways to treat this? Shrub is >6ft tall. I am pesticide sensitive. Also The neighbor's adjacent hemlocks overhead are infested with woolly adelgid. Will they affect my camellia or adjacent rhodo or azalea? Thanks.

Although your photo is not in focus, it does not look like camellia soft scale.  Try washing whatever it is off with a strong stream of water.  The adelgid on the hemlocks will not affect camellias, rhododendrons or azaleas.  vw
If not scale what is it? I hosed down foliage with strong water stream. Not as effective as tediously wiping off with a finger.
Attached are hopefully better pictures. More seen on branches than leaves.

With these photos we can tell that this is just the fuzz left over from an insect called a plant hopper who had been there earlier.
