Just trying to identify. It almost looks like a hot pepper, but never fruits and is everywhere this year.

I think I need a bit more clarification. Do you mean you see this planted outside intentionally? Or occurring on its own like a weed.
If the former, then it looks a lot like Lantana, a popular hot weather flower. They have bright flowers of varying colors ranging from yellow thru red, with orange shades very common. The flowers are about the size of a quarter.
If the situation is the latter, it is definitely NOT hot pepper, as hot pepper doesn't grow on its own in the landscape. It is planted.
