If a municipal corporation doesn't have an ordinance regarding keeping chickens in a backyard in a residential zoned neighborhood, where do you fall back to? County ordinances? State regulations? ORC?

Im not an attorney, so this is not legal advice.  If the political subdivision (city, village, township) does not have an ordinance. I do not believe you "fall back on" ORC.  Typically what I have seen is that when this issue arises, the political subdivision will look to see what ordinances are on their books related to poultry, such as nuisance ordinances.  So just because a political subdivision does not have an ordinance banning (or allowing) backyard poultry, doesn't necessarily mean that they can't come up with other grounds to not allow it.
