Since contact with this plant makes an individual photosensitive would sunscreen provide protection?

I don't believe so. The plant oils are absorbed by the skin and then the light triggers the blistering and inflammation. Long pants, shirt sleeves and gloves are the best, as well as avoiding altogether. It is a biennial so if you can eliminate the plant as a rosette the first year you can avoid the large plant the following year.
