Any pesticide is toxic and will have some effect on bees. Many on a low level that does not kill bees.
Both horticultural oil and horticultural soap are very benign. Both Bt and Neem have low toxicity. Acelepyrn and acetamiprid are stronger insecticides that are not supposed to harm bees.
The best approach is to use manual methods or replant with less problematic plants if you can. Don't spray when plants are in flower and attracting bees.
