Large evergreen lower branches drooping and dying #341487

What can be done with this beautiful, very tall, evergreen tree in our front yard?  We have lived in our house for two years; last summer we did not notice any problems with the tree.  This year, the lower branches are drooping as if they are too heavy, but dead needles are also evident.  Is there any way to save the lower branches or must they be cut out, and, if so, is there another problem such as disease that is evident to you in these pictures?  Of note; some digging was done in our front yard right in front of this tree by the electric company who needed to put in some new lines.

This is a bad year for blue spruce. Unfortunately it could be one of 3 diseases.
