Any time you see the curling of the leafs with blotchy spots on them it is most likely pesticide exposure. Looking at the picture there is grass behind the tree if weed and feed might have been applied to the lawn it could affect the roots of the tree. That would be my initial diagnosis but might have to see the tree in person if there have been no herbicide or weed and feed applied near the bush.
