Three year old dwarf peach tree (Q-18 or Charlotte) has minor amount of shothole and leaf curl and major amount of tip die back, blackening of branches, and oozing from stem and misshappen, developing fruit. Please advise what is wrong and what can be done to restore tree to healthy state.

I would be good to get a sample of these trees into the OSU Plant Disease Clinic: http://plant-clinic.bpp.oregonstate.edu/submit
Then you would know exactly what you are dealing with. The symptoms on the fruit and the branches are likely from the shothole fungus. However, other pathogens can cause cankers and gumosis on peach.
The PNW Disease Management Handbook has a good section on shothole in peach and management: http://pnwhandbooks.org/plantdisease/peach-prunus-persica-shothole
Note cultural management includes pruning out cankers and keeping fruit and foliage dry from irrigation. Chemical control can be achieved by spraying at 50% leaf fall and again at shuck fall in spring.
