Spruce tree branches dying #336812

What are these insects killing spruce branches. Pictures attached. How do we get rid of them?

It's difficult to see what the caterpillar looks like exactly in your photo but I think it could be a yellowheaded spruce sawfly. Here is a link for you to look at and compare. You will have to scroll down on the page to find that sawfly and then you will have to scroll down further to find out more.
