Echinacea PowWow Wild Berry #334672

Hi! I planted a Echinacea PowWow Wild Berry plant on May 30, 2016. I mixed Miracle Grow flower and garden soil with the existing soil which also contained some manure from last year. The plant faces East which gets morning and early afternoon sun, and filtered late afternoon sun. This plant has not grown at all. It is only about 4 inches tall. I have a Solar Flare next to it that was planted last year that is about 15 inches tall. Do you have any idea what I would need to do to get it growing, or does it need more time to get established? Giving it time and letting the soii dry out between watering and giving it more water when soil is dry is about all one can do. Echinacea  does best in full sun, drier soil and leaner soil. One can't know how the plant was stressed before it was purchased. Over and under watering set plants back for weeks.  Overwatering plants that do well in dry sites stops growth longer than wilting.
