What moth or caterpillar cocoon is attached to white oak? Cocoon is located on white oak in Demo Garden at Baltimore County Agricultural Center

This is a type of gall, which is really just a tissue swelling. There are many kinds. This one is called a wool sower gall and it is specific to white oak in the spring here.
