What is the name of this plant growing along Mitchell Marsh in Eden Prairie near the border of Chanhassen. It has been blooming since early May.

It is Dame's Rocket (Hesperis matronalis) an invasive plant from Europe. Very 
pretty and often confused with wild phlox, but it is very prolific and crowds out native plants.

Is there a state program for dealing with?  Any Hennepin County or city of Eden Prairie programs?

There are no programs that I'm aware of. The plant isn't on everyone's radar yet. Even within Minnesota some agency websites list it as invasive while some do not. I don't think that it's made it to the "official" invasive list yet. It will.
