Hello-a friend of mine contacted me to identify these things on the branches of his apple tree in Anoka county. Said there were large and small ones on the underside of the branches. They are definitely a bug of some type-my guess was oyster shell scale, but the pics aren't exactly matching. Thank you for your help!

This appears to be Lecanium scale http://www.extension.umn.edu/garden/insects/find/scales/soft-scales-deciduous/index.html
Note the treatments for this. Imidicloprid is one of the recommended pesticides, but considering you are spraying an apple tree and depending on healthy bees for pollination, it would be better to use a less toxic spray like horticultural oils or insecticidal soap. Note too that timing of treatment is critical so that it will affect the optimal lifecycle stage.
