This looks like a species of goldenrod. One in the Solidago genus, but I can't tell which species. Flowers would help.
My rule-of-thumb for native gardens is if you didn't plant it, then it's a weed. Native gardens are tough to maintain because of the weed problem. It's a common misconception that native gardens need little maintenance. In some ways that's true, but they do need, at least, a through annual weeding. Label your plantings so you know what they are and where they are. Weed out the rest and you'll have a wonderful garden.
