This is growing in a garden we inherited. We did not plant it. It has small yellow flowers and an evergreen-like soft "needle" leaves

A spurge of some sort (leafy or cypress, probably). Both of those are weeds, so you will want to try to control it. Be aware that the milky sap can be irritating to skin and eyes of susceptible individuals. Contact your local county UW-Extension office (http://counties.uwex) for more details on plant ID and control recommendations.
