Vandalism and destruction of property/grapevine #321840

Please help. For some reason after 30+ years my neighbor destroyed my grapevine.  This grapevine is over 30 years old and  straight from Italy originally.  Though do not know what kind.  He also put poison all over it.  Please help me.  Is it dead?  How do I know.  And, yes, I have filled out a police report and will be contacting homeowners insurance.  I need a valuation of the plant, and remediation if it is indeed dead.  How do I go about obtaining this information and can anyone please assist.  Thank you very much in advance.  Is there anything I can do for the vine to help it.?  I do not know where to go for help. My local greenhouse was of no help.  They said the vine is irreplaceable.  The image on the left is a picture of the vine with the poison on it.  I removed a piece of the bark and placed it in a bag for further study at some point.  Yes, it smells poisoned.

How long ago did this happen? The leaves look healthy. Do you know what 'Poison' was used. Do you prune the vine or just let it grow on the fence? Do you do anything with the grapes?

It happened one day prior to the pictures.  I do prune the vine as well as let it grow on the fence. I do not know the poison; however, the bark fell off and I placed it in a bag that I still have.  The smell is strong. I don't know.  But the person used it to kill everything along the fence around the yard.  I don't get that many grapes. I don't know why, but the ones I find I think get eaten by birds.  I wish I could find the picture of the grapes.  Thank you for your help.  It is much appreciated.

If you noticed a strong smell it was probably not Roundup or another material containing glyphosate herbicide. It could easily be something with 2,4-D in it which does have a strong smell. I did not see any leaf symptoms which are pretty distinct.
I attach a couple of pictures so you know what to look for.
