Red Oak tree leaves wilting and looks like tree  is dying..

Based on the information received and the pictures it is very difficult to make a diagnosis. Looking at the cupping and twisting of the leaves on the close up picture a possibility could be herbicide injury possibly caused by a herbicide applied to kill weeds in the area. With all the rain we are also seeing some fungal problems on oak leaves. However, I could not see any obvious signs from the presented pictures.
