I have spreading juniper foundation plantings around my house. The idea was to eleminate weeding. This spring I have an overgrowth of short (4 in. or so) weeds with very small leaves and tiny blue flowers. So thick I can't see the juniper in many places. Even with very wet ground, these plants are almost impossible to pull out by the roots. Consequently, in a few days they are back. If I spray with an herbicide, 2,4-D will that kill the juniper? Is there another herbicide that will work?

Yes, spraying with a 2,4-D containing compound will damage the junipers, as would using any type of non-selective herbicide such as glyphosate. Would you be able to utilize a paint brush or small sponge while wearing a chemical resistant glove? Those types of directed applications may have better results with less damage to the junipers? Also, you could take a sample of the weed to your local Extension office for identification. That will help also, as it may be an annual or perennial, and you may be able to utilize a pre-emergent such as Preen (trade name) to reduce future germination.
