How do you measure 4 tsp of nectar for every 3oz of water.

I am not exactly sure what you are asking, but let me start by answering exactly what you asked.
To measure the nectar, use a teaspoon. To measure the water, use a liquid measuring cup that is marked in ounces. If such a measuring cup isn't available, 3 ounces is also 3/8 cup, or just a little less than a half cup.
