In checking on my dahlia tubers that I plan to set out in a week or so, I've noticed that one of the varieties that I purchased has not only started to sprout, but already has long scrawny sprouts. The other two bags have just begun to sprout and will be no problem to plant. Should I break these 6 to 8-inch sprouts off, since they are so terribly scrawny-looking? I'm thinking that the tubers will, in time, sent out a new sprout...am I correct?

You can break them off and new ones will sprout, but you could just plant them as is and let the plant decide! If you are planting the tubers a few inches deep, the sprouts would only be a few inches out of the ground and will either die from the exposure or toughen up and turn green and start growing and should be fine after that.
