The picture looks like Beech Blight caused by an aphid. Here is a link to information about Beech Blight. I recommend you take a sample to your local Penn State Extension office for identification and a plan of action. A blight can be a serious problem so you need to get it diagnosed by the plant clinic at Penn State.
