Thank you for your question.  It's difficult to tell for sure, but this looks like an Eastern Fence Lizard (Sceloporus undulatus), but there is at least one other species from this genus that occurs in your county that looks similar to this one. These lizards are not venomous.  They feed on a variety of insects and other arthropods, including spiders and centipedes. This lizard lays 6-10 eggs in late spring.  The eggs should hatch in mid-summer.  
There really aren't any precautions or actions to take.  Lizards have been laying eggs and been going about their lizard business without our assistance for millions of years.  If you're concerned about damaging the nest, you can put some stakes up around it to mark the area, so you don't till through it or walk on top of it, Other than that, there's really nothing for you to do.  The eggs will hatch if conditions are right, and the juvenile lizards will disperse, and probably continue to hunt insects in your garden.
