Hello this foam like cacoon is all over the garden.. Oregano roses,lavender... Has a tiny yellow larve in it

This is called a spittlebug, a type of plant hopper. Adults are called froghoppers. The foam or "spittle" is produced when the nymphs feed on the plant and it protects them from predators. Usually these insects don't cause much harm. The spittle can be washed off with water.
