The damaged leaf tissue has holes and brown-ish spots. hard to tell if there is also leaf blackening or if that is just the lighting conditions. It does not look like insect activity or a pathogen. These evergreens can take beating in cold weather. Not sure if you had any unusual weather there  in Lincoln county this year. Leaves that are already out can burn back from very cold conditions. But these look more like they could have come out after cold weather. The cells in the buds can be damaged such that you get this lacey leaf or shot-hole look. I also see what looks like brown raised cells on the leaf surface. That could be Oedema which is where epidermal cells seem to burst through the leaf surface during cloudy, high soil moisture conditions. If I am right about this, the next leaves that are produced should look better again.
