This looks like an ornamental cherry tree.  Cherry trees are one of the first to bloom in spring.  Also, it appears that the bark has the horizontal lines (actually the lenticels) that are very characteristic of cherry trees. 

We cannot say what variety it may be. You might want to take the photo to a good local nursery and see if they recognize it.
