Young Loquat disease? #307610

Last month I got from landscaping company delivered and planted two 15gal Loquats. They looked great, fresh and I'm happy they start growing fast.  Now I have discovered something on new leaves and also on some other ones. Please see the attached photos.
Is there anything I can do to treat them and stop this or shall I call them and ask to replace them?

This symptom shows up when the plants have poor soil drainage and lack of adequate air circulation. 

So, maybe watering to much?
Twice a week or more?

Soil was amended with to much organic material that is holding to much moisture like a sponge?

Soil or mulch on crown of plant?

To much mulch used?  Should be a thing layer since soils haven't warmed up yet.

thank you very much for your quick response.
Yes, landscaping guys used lot of new mixed soil for raised flower beds and told me to water it every day. I put mulch there just yesterday, so I'm gonna try to take it from a crown of plant a bit to see what's happen.

How often would you suggest to water it? 
Does it apply also to yellow Esperanza I have just recently planted in same flower bed?

Water deeply and thoroughly throughout all the new plantings root systems every 3 to 4 days.  Check the soil below when it's time to water next and start stretching the watering to once every 5 to 7, 7 to 10 days.

Adjust watering with good rain days.
