If there is no overall general contractor, my suggestion is to communicate and contract with both, so the equipment installer can identify what sorts of hardware can be installed on the equipment, but include them in the foundation scope of work and materials so they provide and install the deep anchors in the wet concrete before it cures. Then the equipment installer needs to drill holes in equipment to match and install the washers and bolts.
You may wish to consult with your local building or permit official to determine local practices and the load capacity needed.
