I'm new to my house and vegetable garden, and I'd like to know if this is a useful cover crop or lettuce that's suddenly spouting up or if it's just an interesting weed.

It does look really cool. It's hardy. It reseeds readily. You may certainly let this grow through the winter. The point of a cover crop is to cover the soil, grow biomass that will be tilled in, and sometimes to fix nitregon in the soil. Mustards fulfill those first 2 functions admirably.
