Help! I have a green, leathery, fungus type growth on the surface of the soil in two of my gardens. I can peel it off, but it grows back. It seems to be very invasive, growing right up to the base of plants. Can I get rid of this and how?

Your picture isn't helping me to identify this but from your description, it sounds as though it could by a type of lichen. Lichen will not harm your plants and is, in fact, a sign that you have healthy conditions as they do not grow where there is a lot of air pollution. They also like part shade and adequate moisture.
