It looks like spotted waterhemlock. It is not considered a noxious weed in Nebraska. (The official definition of a "noxious weed" is one that is a harmful or destructive weeds, designated and it's control regulated by the Nebraska Department of Agriculture.) However it can be a pest if it appears where you don't want it.
If you like it, there's no reason it can't stay. But it is a toxic plant, so don't let children or pets chew on the leaves.
