6ft Tulip tree, bareroot, planted in the spring #274316

The top 1/4 never leafed out. When is the best time to cutback the deadwood? Does it do harm/good to prune the dead wood in general on trees? It is, after all, 'dead' wood. Thanks!

Prune it out now. Could have been done earlier. Common with that species.
