What are these insects swarming just above my grass? #271400

I have wasp-looking insects that fly just above grass height in large numbers. They don't stop flying for me to get a real good look at them but they are black or very dark blue with a rust-brown abdomen. They seem to be most prevalent in the morning. What are they and do they sting/bite?

Most likely Scolia dubia, a parasite of Green June Beetles.  Harmless to humans.
