Canada geese are grazers by nature. In this region we have lots of problems with them flying in to graze on seed-grass fields, but lake banks with ample food will also be very attractive to the birds. I appreciate the need to prevent shoreline erosion and that you're using native grasses and plants. If the clover footpath seems to be the big lure (and they are ignoring the native plantings), then perhaps a woodchip path would eliminate the conflict. However, if the birds are using the whole variety of plants and starting to use your bank to hang out and rest, you probably need to get some further technical advice on-site to advise you and your neighboring landowners with shoreline. I also recommend calling the Oregon Department of Fish and Wildlife headquarters and asking for your District Biologist's name and number. S/he would be a great resource to come look at the situation and think through solutions with you and your neighboring shoreline owners. The city may need to be involved in terms of spreading/encouraging recommendations so that it's not just you trying to implement constructive solutions!
