Could you please tell me if the tree in the attached photos is a magnolia tree? If it is, does it lose its leaves in the winter? And are the round white growths in the last photo seed pods?

This does look like a magnolia, though I am not sure what species. Those are seed pods. The magnolias that I see in the York and Harrisburg area are deciduous.
