Sick dogwood tree on Capitol Hill #265016

I have a 20 year old dogwood in the front of my rowhouse yard, facing south with lots of sun. Although the tree flowered perfectly, two problems have developed. First, when it leafed, the bottom tier came in full with large leaves but the upper tier has small leaves (approx. 1/3 the size). This is a problem that I have not experienced before. The second problem occurs to a greater or lesser extent each summer. Parts of the leaves turn brown,usually beginning in the center, and eventually the whole leaf withers. This generally happens to the lower branches and not to all of the leaves on those branches. What's wrong and how can I treat it? Also, we planted a new dogwood, c. 8 feet tall, in our rear yard last fall. It looks perfectly healthy, but I am wondering if we should apply some treatment to prevent the problems that are occurring to the older tree. Thanks, Steve Merrill<personal data hidden>

This may be dogwood anthracnose, a fungal disease. Please read closely the following article from our website:http://extension.umd.edu/hgic/dogwood-anthracnose-discula-trees 
Note that is also refers you to our IPM: Dogwood publication, which features more photos and a diagnostic chart of many possible causes, plus info and controls. 
Looking under the leaf should be a key clue. You can also send us photos of the leaf undersides. 

If your tree has been infected with anthracnose for several years, it may have caused branch dieback (upper canopy.) Follow the recommendations on our website.
