Milkweed With bug & Eggs? #263712

I have a milkweed that looks like it may be infested with some sort of eggs and some type of bug. Is this this infested with something I should pull the weed and count it as lost and get rid of the bug? What kind of bug is this as well?

They can be washed off with a stream of water.
