I think it is a weeping cherry.
Yes it is a cherry. I can tell by the glands at the base of the leave.
This pest is the pear sawfly, Caliora cerasi, often called pear slug. It is a pest of cherries, plums and pears. It is easy to kill with an insecticide. The leave feeding is the damage it does. There is a second generation later in the year and you may want to treat then.
