curled leaves on Burr Oak #258437

I planted a Burr Oak last year and this year the leaves all over the tree are tightly bunched and curled, a little yellow around the outside fringes. Some of the branches are growing in a distorted, curled manner. When I planted, I amended the soil with Back to Earth organic compost, but the native soil is a sandy clay loam residuum. I don't know the pH of the soil. The tree is about 10 ft. tall, but quite skinny (it had been in a pretty small pot at the nursery when I bought it). I water it 10-20 gallons 2 times/week unless it has been raining frequently, then I water if the soil is dry. It is lightly mulched with wood chips (about 1" deep) We are located about 20 miles south of Durango on the edge of a canyon east of the Animas River valley.

Do you have the ability to send me photos or to bring in a sample to the office? This year has been somewhat unique with all the rain early on, so curious if it may be fungal or not. Typically, curled leaves could indicate aphids or other insects, but can also be abiotic, such as herbicide drift.
Anything visual would be great.

Here is the whole tree and two close ups of the leaves. It doesn't match the descriptions I've read of fungal infection, but I welcome your opinion and advice. This tree had been in pot that was too small for it at the nursery when we bought it last year. It then had a very stressful transition to the location you see in the photo. It was the hottest driest time of the year. It lost all its leaves and then miraculously re-grew them and seemed to make it through the winter ok. But now...
Thanks for your help!
Was there any herbicide applied nearby?

No herbicides. Â I can call on Monday. Â It's made a turn for the worse...I don't think there's any saving this one. I'm open to suggestions...
