What can I do to stop the Tomatoes Burrors? My tomatoes plants are wilting one by one and they were once beautiful. I pulled  a plant out today and cut into stem and found the culprit.. This has been going on for 4 years without knowing what caused it..

This looks like a Stem Boring insect.  Here is a link that will tell you how to control these critters:

This problem is reoccurring for you because their eggs remain in the soil and a new brood hatches each spring. 
One of the most important cultural things you can do to prevent this kind of problem is to rotate your crops (find a new space each year to plant tomatoes).  The next most important thing is to do a really good clean-up of the planting area each fall.  Dispose of all plant material that is on the ground.  Don't compost it.
