Expert Response

It looks like Cimicifuga racemosa or Black Cohosh.  It is a native plant and often planted because it will bloom in partial sun.  It does best in full sun.  It has white flowers that bloom from the bottom of the wand-like flower stem upwards.  The plant is usually 3-6 ft. tall.  The 6 ft. includes the flower stalk.  It spreads by division. and rarely seeds.
