What's causing the top and tips of my apple tree branches to turn brown? What's the remedy?

This looks like fire blight, a disease that hits pears and apples, as well as ornamental plants.  You need to combat it by pruning--but it's a special procedure known as 'ugly stub' pruning.  It is described  at the end of our online info on fire blight.  Read through the entire thing. http://extension.umd.edu/hgic/fireblight-trees
