Is this plant a weed? I found this next to blackberry plant.

This is a blackberry plant or shoot.  The crown of a blackberry plant sends up new shoots each year.  Each shoot lives 2 years.  The first year, they do not produce flowers or berries, just leaves.  Then they produce flowers and the subsequent blackberries in  the second year.  Then they die.  Dead canes (or shoots) should be pruned down to the ground.
