A hybrid poplar has been sending shoots that come up through neighbors driveway. Power company cut it back to 8 foot stump but shoots still coming! When checking into stump removal we were told removing stump will not solve problem as root still gets nutrients and can send shoots which are destroying driveway of neighbor. What is best way to kill roots to stop this damage? Thank you!
