I have a lilac tree that I've had for 5 years. This year only a few branches have leaves and flowers, the rest of the leaf buds didn't open. If you pick off a bud it's green, so it doesn't appear to be dead. It gets full sun all day and has been doing great up until this year.

Since the buds appear green wait and see what happens, however, even if it it leafs out it is unlikely to bloom, if it doesn't leaf out you have plenty of time to select another plant.
