could you tell me what has infected my shrubs and how to fix it?

I can't tell from this photo. I need one that is in focus and I need to see other parts of the plant and the whole plant.

It could be from past water stress, or maybe salt associated with the sidewalk nearby. However, something is damaging some of the new needles as they emerge. For that I suggest looking for an insect. Sawfly larvae (caterpillar-like) do that kind of damage. They also can bore into and feed on twigs, which would kill or injure everything from that point out on a twig. The European pine sawfly sounds most likely.
