We would like advice on what is causing leaves on our privet(?) hedge to curl and have brown spots? How do we treat this problem?

I would really like you to take this into a nursery or master gardener clinic or send it to the OSU plant clinic as it looks like 3 different things.
The first picture looks like symptoms due to various virus diseases, the 2nd looks like aphid damage and the third looks like a fungal leaf spot. If you try to unroll the leaves you would quickly see if it was aphids or not. The leaf spot is very likely so have a look here for more information:
