I agree with your diagnosis as Pseudomonas injury looks similar but we did not have weather to encourage that diseases. On the other hand, it was a banner year for brown rot. I have seen damage like this many times over the last few decades to flowering cherry trees. They seem to come back with wonderful blooms every year despite the disease. Hold tight and do not remove the tree. Cut out the dead spurs and branches if you wish. Should be fine next year.
